St. Matthews PUBLIC LIBRARY and City Hall

CARMAN was responsible for all civil engineering and landscape architecture for the St. Matthews Eline Library Expansion and City Hall Renovation, sitting in the heart of St. Matthews. Visitors and staff will arrive and experience the site from multiple sides and include both vehicular and pedestrian travel which presented a unique set of site challenges.

Important elements of the site design direct visitor traffic to the appropriate public function which unique spaces created for the Police Department, City Hall and other public offices, and the Eline Library. Reducing conflict points between pedestrians and vehicle and increasing safety at conflict points was crucial to the small site that invites a large number of pedestrians from the surrounding community.

 Unique spaces were created around the site to celebrate the many functions of the building. A grand plaza and more formal landscape fronting Grandview Avenue help signal the importance of the building to City functions. The Library features an outdoor Children’s Reading space, a plaza for hosting events, and an open lawn for use by the surrounding neighborhood.
